RTI seminar at Amity University,Lucknow

Today I attended  a seminar on RTI( Rights To Information Act), organised by amity university,Lucknow in their old campus.Seminar was presided by sri gyanendra sharma(chief of RTI,U.P). Seminar was also attended by some NGOs including bhavana general secretary Sri V K Shukla, Sri Shant and others.An interesting debate by amity students was also organised on the same topic. Debate was joined by five student (including four female ).Sri Sharma described all the provision of RTI and its implication. It was interesting to know that he does not have  right for implanting his orders and he has no financial powers as well.After his speech question hour started, I questioned him about the implication of permission of valuable exceeding Rs..250 as per provision in civil service regulation. Implication of this rule can prevent corruption practices in govt staff.. Mr Sharma gave no concrete answer to my question.After this seminar concluded by university authorities.
